Se nell'ultimo periodo avete avuto modo di leggere i quotidiani che parlano delle cose della nostra Regione, avrete visto anche voi che si riportavano diverse notizie che annunciavano ulteriori contrazioni dei trasferimenti (soldi, per capirci) dallo Stato alle regioni e, di conseguenza, della Regione Friuli Venezia-Giulia a favore dei suoi enti locali (Provincie, Comuni).
Sembra quasi che le istituzioni vogliano avvisarci indirettamente, con questi diversi richiami sui giornali, che dobbiamo attenderci ulteriori difficoltà economiche. Della serie: "uomo avvisato...".
Non entro qui nel merito se ciò sia inevitabile o meno a causa della situazione economica generale e se siano condivisibili o meno le priorità che la politica regionale ha deciso di mantenere a danno di altri capitoli di spesa.
Registro quello che pare essere un dato di fatto con cui, è il caso di dirlo, anche noi nei nostri tre Comuni di Pocenia, Rivignano e Teor dovremo inevitabilmente fare i conti: è pressochè certo che già il prossimo anno ci sarà un (ulteriore) taglio delle risorse trasferite ai nostri Comuni. Riceveremo, cioè, ancora meno soldi; sia per sostenere i servizi alla cittadinanza, sia per quegli investimenti che spingono positivamente lo sviluppo e la crescita generale dei nostri tre paesi.
Soluzioni? Mi sa tanto che non ci restino che due ipotesi ... una peggio dell'altra: o si tagliano services and investment, with all conceivable negative effects on socio-economic growth of Pocenia, Rivignano and Theory, or to keep them you have to raise taxes.
But there is really no alternative to these views as "harmful"? Maybe that would help us a fairly there, but I fear that someone has already decided to ... set aside.
This is the project of a possible "merger" of our three municipalities in a single administrative entity, the project involves a referendum to determine whether or not approval of us citizenship and, ultimately, we would have to decide.
The fact is that in order to choose us as citizens we should first be allowed to know things, would say that the directors of our three towns as being "Union" would deign to take those initiatives that can (repeatedly stressed in recent meetings of the Council of Ministers) to tell us all what are the pros and hypothesis against the "merger" to allow us to understand and evaluate. Next, we citizens we can choose according to our opinion and not only on the basis of feelings and assumptions.
Personally I am inclined to think that in the near future will be inevitable that all municipalities should be merged into entities with about ten thousand inhabitants (except for certain cases, such as mountain communes, for example), so we decide to do us or the best terms possible that we can choose for a short while (it is still in force, a regional law which ensures for a few years hundreds of thousands of dollars to community based) or, I suspect, within a decade costrigeranno us to do so anyway, but without any incentive condition (are studying a new law that just does not cut at all if these incentives for mergers, resize them to levels of insignificance).
Warning! There is no mention of "approved" all three of our community is not about to cancel our three stories, and even to annihilate all three of our identity is not to centralize everything in one place. These are the excuses given by those who are instrumental to bias against, "without ifs and buts ", the idea of" merger "and that makes the game easy to scare those many of us citizens of the three municipalities because there are other dates and more complete information.
It would, however, to ensure administratively speaking that you can generate economies of scale, rationalization of supplies and services that may lead to important savings in the costs of the three entities that merged to form one administrative body, but still thinking heads with three hearts and three buttons.
And then they would also obtain significant savings in terms of the cost of administrators (mayors, councilors).
But go and see someone who just will not last prospettiva! Non è che, "per caso", qualcuno teme di non avere più disponibile una "poltrona" di Sindaco? Non è che qualcuno teme di non avere più disponibile una "poltrona" di Assessore comunale?
Non lo so; la mia è solo una mera ipotesi. Però...pare che in un recente incontro "intercomunale" qualcuno avrebbe deciso che per adesso di questa cosa (la fusione) non se ne deve parlare (in attesa della nuova Legge regionale)!
E, guarda caso, la normativa regionale attualmente vigente (ancora per poco) prevede che in caso di "fusione" tra i comuni basta un solo Sindaco e meno assessori, rispetto alla somma di quelli esistenti nei comuni che si fondono; la normativa nuova in studio, invece, sembrerebbe save more or less all the mayors and all the municipalities that merge asessori but did not provide more precisely, the economic incentives for mergers!
One could, therefore, to think that someone wants to trade above the "chairs" for the benefit of a few (them) to the detriment of economic incentives that will benefit all citizens of Pocenia, Rivignano and theories?
Meditate, people, meditate.
