Da ottobre accanto a Cazzaniga Marianella, responsabile dello sportello, ci sono altri due valenti collaboratori, pensionati da poco tempo: un’assistente sociale ed un vicepreside.

Lo Sportello si caratterizza esattamente, come già esposto anche in precedenza , come segretariato sociale non professionale, in grado di accogliere ed indirizzare gli utenti verso il percorso migliore da essi manifestato.

Gli utenti sono stati circa 50, un numero di tutto rispetto che hanno ricompreso:

1. tre casi per l’Amministratore di Sostegno dove dopo l’illustrazione dei compiti si raccomanda all’utente il Servizio di Protezione Giuridica Asl
   
2. un caso di un malato oncologico per informazioni sostegno e diritti
   ventidue richieste di chiarimenti ed informazioni per anziani su RSA: luoghi e compartecipazione alla spesa della retta, Centri Diurni Integrati, ADI e SAD dove l’utente è stato inviato al Servizio Segretariato Sociale del Comune, al CeAD (Centro per assistenza del Distretto); la Continuità assistenziale, le Dimissioni protette, I posti di sollievo e la richiesta di conoscenza di Gruppi di sostegno per caregiver famigliari inerenti l’Alzheimer,
   otto casi si informazioni da parte dei parenti per giovani portatori di handicap sui permessi per il lavoro - legge 104 - ed inviati all’ufficio INCA
   
3. tre casi di badanti per conoscenza loro status e contratti inviati al competente ufficio CGIl comprensoriale

Sembrerebbe proprio che Rivignano sia stato l' unico comune ... ad essersi "spaventato" della neve a tal punto che ha chiuso le sue scuole!!

Il resto dei comuni regionali, con le opportune valutazioni e attenzioni e mettendo in conto i prevedibili disagi, hanno saputo affrontare l'ostacolo della nevicata di venerdì notte (terminata sabato già di primo mattino): tale situazione, che era tutto fuorchè un "imprevisto" , l'hanno quindi gestita e non subita.

A Rivignano invece, il sindaco Anzil ha deciso di chiudere le scuole; lo ha fatto solo all'ultimo momento sabato mattino e senza alcun preavviso , quando, ad esempio, almeno una cinquantina di bambini accompagnati da genitori si erano già presentati alla scuola elementare assieme a diversi maestri (alcuni dei quali di fuori paese encomiabili perchè non hanno avuto esitazioni a mettersi in strada e farsi 10-15 chilometri su strade che avrebbero potuto essere molto insidiose).

Ma non solo: si tramandava verbalmente, e io l'ho sentito più volte sia da Don Lucis che da Don Vignuda che son gli ultimi innamorati, della loro categoria, della Scuola Materna di Rivignano che l'hanno seguita e sostenuta in tutte le maniere, anche con finanze proprie, talvolta quando c'erano delle difficoltà, che asserivano sempre quando qualcuno gli chiedeva 'ma di cui eise la scuele', asserivano sempre che la scuola materna Duca D'Aosta di Rivignano era dei frazionisti di Rivignano . Questa era la definizione. E comunque era accertato che era appunto di questa assemblea, di questa associazione dove erano ben rappresentate le quattro entità che hanno fondato e portato avanti questo importantissimo servizio che non è stato solo di istruzione per i piccoli ma è stato un servizio diciamo con moltissime sfaccettature e molto importante specialmente negli anni bui, negli anni del dopo guerra, negli anni delle difficoltà , negli anni dell'alluvione, negli anni della carestia e della miseria, del lavoro che non c'era, del lavoro che si doveva inventare, dei bambini che si dovevano accudire quando i genitori erano al lavoro, e così via ".

Ecco: tutto ciò che dice il Vice Sindaco ha contribuito a rafforzare i miei dubbi e a chiedere di verificare con più certezza la liceità degli atti, solo per evitare problemi futuri al nostro Comune .

Il Consigliere Battistutta ha evidenziato un dubbio sulla copertura finanziaria dell'operazione Asilo (a cui il Sindaco ha risposto che invece come bilancio è tutto a posto), aveva chiesto di aggiungere nel deliberato di impegnare il comune a valorizzare questo patrimonio vincolandolo all'utilizzo e gestione in conformità agli scopi per sui era nato cioè di scuola d'infanzia nell'ambito del comune di Rivignano. Ma la risposta del Sindaco è stata che non se la sentono di porre questo vincolo ai futuri amministratori di Rivignano e alle future generazioni di rivignanesi; in questo modo non ha escluso neppure la possibilità che questo bene sia destinato alla vendita (per poi trovare una diversa soluzione per la Scuola Materna?).

Peccato, ha giustamente aggiunto Battistutta, che non era questo il messaggio che il Sindaco aveva lasciato ai soci dell'Associazione quando, invitato ad un incontro, dovevano decidere delle sorti dell'Asilo e alla fine avevano optato per la cessione al Comune purchè si continuasse nella sua funzione di scuola materna.

Fraintendimenti? Furbizie? Malafede? In questa storia, aggiungo io, mi sa tanto che c'è stata solo una corsa allo scaricabarile di molti (che si sono "interessati" del nostro Asilo solo per il periodo strattamente necessario, ma mai prima e men che meno dopo; chi vuol capire, capirà) e un atteggiamento di alcuni "esterni" per il quale al momento devo sospendere il giudizio perchè non ci sono certezze ma, ribadisco, vorrei sbagliarmi nel temere che l'Asilo possa avere vita breve (se non tutto, almeno tutta la sua parte della casa delle suore e gli accessori).

Al punto 4), sull'assestamento di bilancio, il consigliere Battistutta ha fatto una approfondita analisi della situazione finanziaria del Comune che, come suo giudizio finale, ha detto che lo "spaventa" .

Il Sindaco Anzil ha risposto che la situazione va bene così e che sperano in futuro di poter dare ulteriori impulsi a favore degli investimenti che, peraltro, dipendono anche da altri fattori extra comunali.

Al punto 5) la Maggioranza ha approvato la variante al Piano Regolatore per poter costruire la nuova pista di BMX . Come Minoranza ci eravamo gia espressi con un giudizio profondamente negativo su questa assurda iniziativa il cui costo previsto è di 407.000 € (poi potrà essere anche qualcosa in meno o qualcosa in più) ed è destinata ad un utilizzo di poche persone ; abbiamo ribadito tale posizione ma non ci siamo neppure sprecati a ribadire tutti i motivi di contrarietà già espressi.

Al punto 6) il Sindaco ha risposto a delle interrogazioni portate da consiglieri della Minoranza. Una era su un possibile utilizzo improprio e/o non autorizzato di alcuni beni comunali da parte di una associazione che vede un assessore come uno dei suoi esponenti principali. Un'altra era su un problema riguardante degli interventi di manutenzione straordinaria sulla copertura del chisco dell'area festeggiamenti di Ariis , eseguiti sempre dalla succitata associazione; trattasi, il chiosco in questione, di un bene di proprietà comunale ed è decisamente s trano che tale attività sia stata permessa dal Comune a dei cittadini volontari di una associazione, in particolar modo perchè da dei preventivi richiesti dal Comune stesso ad una ditta si può evincere che si fosse in presenza di materiali da smantellare altamente pericolos i (questa possibilità è confermata dalle stesse parole del Sindaco nella sua risposta sotto riportata), se non manipolati e trattati correttamente; pericolosi per la salute di chi li smantellava e per chi frequenta quei luoghi. Materiali per i quali esistono delle specifiche procedure e atti formali normati per Legge.

La risposta del Sindaco Anzil alla prima interrogazione è che si è trattato di " prestito autorizzato verbalmente come da costante prassi abitudinaria risalente negli anni, relativamente a determinate categorie di beni ". Risposta che lascia ... senza parole. Cittadini di Rivignano: sappiate che nel nostro Comune vi sono atti autorizzativi dati sulla parola; regolatevi un po voi.

Ma nel secondo caso la risposta del Sindaco è stata a dir poco ... laconica: " Da informazioni assunte presso l'Ufficio Tecnico (comunale) e dalla Polizia Municipale, ... risulta che la rimozione del materiale in presunto eternit (amianto) è stata disposta nel rispetto della normativa vigente in materia ".

La prima sensazione è che  intanto così si tenta di spostare le responsabilità verso altri (Ufficio Tecnico?).

Certamente era l'argomento più importante della serata; ma forse meritava almeno una menzione il fatto che il Sindaco Anzil e (tutta) la sua Maggioranza hanno voluto approvare la variante (n.27) al vigente Piano Regolatore in funzione della prossima costruzione della nuova pista per biciclette BMX al "modico" costo di 407.000€ di cui quasi la metà presi dalle tasche dei rivignanesi (questo ed altro per un'opera ... "così determinante" per il futuro di Rivignano e dei rivignanesi).

Nel breve intervento che ho portato nel momento della discusisone, ho fatto due osservazioni: la prima riguardava la necessità di chiarire con certezza se l'associazione Scuola Materna Duca D'Aosta, che sciogliendosi a fine marzo 2010 ha deciso di "devolvere" l'Asilo al Comune, era effettivamente la legittima proprietaria dell'Asilo stesso. Vi immaginate quali problemi potrebbero sorgere per l'Amministrazione comunale (e quindi di riflesso per tutti i rivignanesi) se il dubbio che c'è sull'effettività di questo diritto vantato dalla sciolta associazione si dovesse dimostrare corretto? Il danno per l'Amministrazione Comunale potrebbe essere rilevante se uno di questi giorni o prossimamente qualcuno dovesse fare dei ricorsi sulla liceità di questo provvedimento sulla base del fatto che l'Associazione sopra citata non era la vera proprietaria dell'Asilo e si scoprisse che hanno ragione. E lo stesso intervento del Vicesindaco Edi Baron Toaldo, che dell'Asilo bisogna riconoscergli che ne sa qualcosa, ha tuttaltro che chiarito i dubbi: anzi, li ha confermati in toto nel momento in cui ha ricordato che dagli atti storici da lui stesso ben approfonditi risulta che la proprietà dell'Asilo era posta in capo ai "frazionisti" di Rivignano assieme al Parroco, ad alcuni privati e in parte anche al Comune di tanti lustri fa, quando questo, che rappresenta un riferimento storico-culturale dell'identità del nostro paese, fu fatto nascere. Secondo me è imprudente procedere senza prima verificare in modo certo questo dubbio.

La mia seconda osservazione, poi ripresa e sviluppata anche dal collega consigliere Battistutta, riguardava il dubbio che Anzil, Baron, la Vello, Tonizzo con il resto della Maggiornaza sotto sotto stiano pensando alla possibilità di fare "spezzatino" di quello che è l'attuale nostro Asilo; ad esempio vendendo la vecchia "casa delle Suore" (per fare cassa ... che è vuota) col rischio di trovarci negozi, uffici e appartamenti in luogo di quello che è stato a central point of historical reference for generations of rivignanesi (but also with people outside the country), especially in the difficult moments of the immediate post-war and, for reasons more positive, even up to the sixties and seventies.

Relazione sull'Assemblea dell'Unione di giovedì 25 novembre

Giovedì 25 novembre dalle ore 20.30 nella sala consiliare di Teor si è tenuta l'assemblea dell'Unione.
Il tutto si è svolto in modo a dir poco ... fulmineo!
Nel giro di 10 minuti o poco più la parte relativa all'ordine del giorno si è conclusa: approvati i verbeli della seduta precedente, sentita la breve relazione sull'assestamento del bilancio di previsione e ratificato un piccolo storno di fondi per uno "spostamento" di un migliaio di Euro da una voce ad un'altra nell'ambito di iniziative della cultura, il tutto è finito.
Ma la parte più interessante è venuta dopo, con la lettura della nota, da parte del Presidente di turno, il Sindaco di Rivignano signor Mario Anzil, relativa alle intenzioni che le tre amministrazioni di Pocenia, Rivignano e Teor hanno in merito all'eventuale progetto di "fusione" dei tre comuni, ora in regime di "Unione".
Io mi sono fatto una opinione in merito.


L'interpretazione che personalmente posso esprimere su quanto illustratoci in detta nota è che, in poche parole, per tutta una serie di equilibri interni (ma probabilmente con regie partitiche anche a livello superiore) si vogliono tenere ben stretti il numero di posti da sindaco esistenti attualmente nei nostri tre comuni e che con la "fusione" si ridurrebbero a un solo sindaco e pochi assessori.
Altrimenti è totalmente e clamorosamente contradittorio che nella nota letta dal sig. Mario Anzil affermino che le tre amministrazioni intendono proseguire sulla strada del "potenziamento delle convenzioni dell'Unione"; un tale potenziamento dovrebbe intrinsecamente essere finalizzato proprio alla "fusione". Mentre chi invece non intende proseguire sulla strada della "fusione" in teoria dovrebbe piuttosto congelare tutto, se non addirittura rivalutare l'opportunità di mantenere tutte le convenzioni in essere dell'Unione in atto.
Invece, se ne potrebbe dedurre, così facendo intendono tenersi "capra e cavoli"! Eh sì, perchè è chiaro che è di fatto improponibile il ritornare al passato (ognuno per se, con tutti gli uffici ed i servizi indipendenti); però, evidentemente, se si andasse alla "fusione" non ci sarebbero più tre sindaci e una quindicina di assessori bensì un solo sindaco e un numero di assessori pari al massimo alle dita di una mano o poco più.

Se nell'ultimo periodo avete avuto modo di leggere i quotidiani che parlano delle cose della nostra Regione, avrete visto anche voi che si riportavano diverse notizie che annunciavano ulteriori contrazioni dei trasferimenti (soldi, per capirci) dallo Stato alle regioni e, di conseguenza, della Regione Friuli Venezia-Giulia a favore dei suoi enti locali (Provincie, Comuni).

Sembra quasi che le istituzioni vogliano avvisarci indirettamente, con questi diversi richiami sui giornali, che dobbiamo attenderci ulteriori difficoltà economiche. Della serie: "uomo avvisato...".

Non entro qui nel merito se ciò sia inevitabile o meno a causa della situazione economica generale e se siano condivisibili o meno le priorità che la politica regionale ha deciso di mantenere a danno di altri capitoli di spesa.
Registro quello che pare essere un dato di fatto con cui, è il caso di dirlo, anche noi nei nostri tre Comuni di Pocenia, Rivignano e Teor dovremo inevitabilmente fare i conti: è pressochè certo che già il prossimo anno ci sarà un (ulteriore) taglio delle risorse trasferite ai nostri Comuni. Riceveremo, cioè, ancora meno soldi; sia per sostenere i servizi alla cittadinanza, sia per quegli investimenti che spingono positivamente lo sviluppo e la crescita generale dei nostri tre paesi.

Soluzioni? Mi sa tanto che non ci restino che due ipotesi ... una peggio dell'altra: o si tagliano services and investment, with all conceivable negative effects on socio-economic growth of Pocenia, Rivignano and Theory, or to keep them you have to raise taxes.

Neppure 48 ore dopo la distribuzione a Rivignano dell'opuscolo informativo della Minoranza (vedi mio post del 1° novembre 2010), il Sindaco Anzil ha fatto distribuire qua e là in paese un foglio di replica dal titolo " Risposta alla risposta (e dopo basta, però!) ".
Due prime considerazioni vanno già al solo titolo.
1) Il Sindaco definisce " risposta " l'opuscolo informativo della Minoranza. Si sbaglia di grosso.
